President Bachelet awards the 2008 Annual Institutional Excellence Prize to the SII



President Michelle Bachelet, SII Commissioner Ricardo Escobar, Civil Service Commissioner Rossana Pérez, president of the Aneiich (Chilean Tax Service Employee Union) Carlos Insunza, and Oriana Urrutia, president of Afiich (Chilean Tax Service Auditors’ Union), while receiving the 2008 Annual Institutional Excellence Prize at the Moneda Palace.

Today, Wednesday, May 14, President Michelle Bachelet awarded the 2008 Annual Institutional Excellence Prize, to the SII (Chilean Tax Service) in conjunction with Sercotec (Technical Cooperation Service), and the Housing and Urban Planning Service (Serviu) of the Araucanía region.

This award is given by the National Civil Service Administration to institutions that have outstanding management, stellar quality of the services provided to their users and citizens as a whole, as well as institutional efficiency and productivity. In her speech, the President outlined the relevance of the public service, particularly in addressing the needs of the underprivileged social sectors.

“You are an example of how to work towards the state that effectively serves the people,” the President commented to the officials of the awarded services.

““For me, not only as a president of Chile, who believes in the state and its improvement, but also in my role as a public servant in Chilean society, I feel immensely satisfied presenting this prize. It seems to me that there is no place more appropriate than the Moneda Palace to award this prize to an important group of public servants who have been doing an outstanding job with an impressive level of excellence, quality and treatment,” President Bachelet stated.

“It is indispensable to openly recognize each one of you, because it is the sum of all your efforts, from the smallest to the greatest, that makes it possible for us to have a better state, and a better public service, most of all for the benefit of those who are neediest,” she added.

In connection to awarding of the prize to the public services that had done their job well, The President mentioned the emergency that is occurring in the Palena Province in the Tenth Region as a result of volcano Chaiten eruption. The difficult situation has forced the state apparatus to execute an intense and vitally necessary rescue operation that has saved and assisted thousands of people.

“What we are rewarding here has a lot to do with what has in recent days become a priority for us, that is going into the area with the resources, efforts and everything that may be needed, and trying to help the people affected by volcano Chaiten. This is responsibility of the state,” the President stressed. 

Institutional Excellence Prize

In total, 38 institutions had applied for the prize. Out of these, eight passed to the final stage where the representatives of each presented to the jury their arguments in relation to their actions during 2007 that made them worthy candidates of the coveted prize. 

The presentation ceremony was held in the Montt-Varas salon of the Moneda palace. Ricardo Escobar, accompanied by a delegation of diputy commissioners, heads of regional tax offices, union leaders and officials, represented the SII. 

In 2008, the prize is given in consideration of three fundamental aspects: Accomplishment of Government Commitments, User Management, and Personal Development Management. 

The Personal Development Management component includes an evaluation of the actions taken by the institutions internally, having as their objective, among other things, assuring the continued progress in terms of labor practices, employee participation and development of Institutional Policies of Personnel Management and/or Human Resources. This last aspect was deemed particularly significant. 

Presenting an institution as a candidate for the award also means that the institution would commit to development of excellence initiatives for 2008 and would therefore go on with continuing improvement of institutional management. 

The award has also represented an economic incentive for the employees of the winning public service institutions, equivalent to 5% monthly over the amounts that are used for calculating of the modernization funds provided. This fact reflects the government’s commitment to linking increased remuneration to performance and improved quality of attention to the public. 

2008 marks the first time that the SII applies for this award, since, in accordance with the Lay 19.533, only institutions that operate under the Management Improvement Program (PMG) could apply. This condition had previously left the SII out, as it is not subject to this system. This restriction was eliminated by Law 20.212, enacted in 2007, at which point the SII decided to apply for the award. To head the effort, the Commissioner assembled a Commission whose members are employees of the of Surveying, Auditing and Human Resources divisions of the Service. 

Given the quantity and the quality of the participating institutions, this recognition is a reason to feel proud, particularly since it was the first time the SII had participated. The SII congratulates all the people who work for the institution, because this award was won as a result of the achievements of all the employees. The award also serves as additional stimulus as well as a constant challenge to keep improving and reaching the objectives set.
